О, я пару недель назад написал в гугл что у них есть баг, позволяющий запустить приложение в киоск режиме. А сегодня статья в вашей подборке как заблокировать все приложения)
Они кстати не считают это багом:
Hi, thanks for the report. While an app with this behavior would certainly annoy a user, we don't believe that there's a security risk.
A user with such an app on their phone could reboot into safe mode to uninstall it:
support.google.com/nexus/answer/2852139?hl=en
You also mention that you could start the app at boot, but that does require the RECEIVE_BOOT_COMPLETED permission.
